<H5>Creating New Layers</H5>
A new vector layer may be created by pressing the ``New Layer'' button
in the vector editor.  The panel is divided into two sections, the top
section contains the name and description that the new vector layer should
have.  The section labelled Georeferencing Info sets the initial bounds
and georeferencing information for the layer.  <p>
The bounds that are set are the intial bounds that the system will use
when displaying bounds.  Data is not restricted to these bounds, and
may exceed these bounds.  To refresh the display to use the new bounds, use
the control panel to toggle the layer on and off; this will recalculate
the bounds.
