PCI and ITC Establish Joint Venture to Provide Software Solutions and Training
------------------------------------------------------------------------------

Richmond Hill, Ontario: The PCI Geomatics Group Inc., Canada's largest
company specializing in the development of geographic application
(geomatics) software, today announces that it has signed a Letter of
Agreement with International Institute for Aerospace Survey and Earth
Sciences (ITC), The Netherlands, to establish and operate a joint venture
for the distribution of geomatics software solutions and training to
developing nations.

The agreement defined the terms and conditions under which PCI will jointly
fund and operate "PCI Netherlands" with ITC giving PCI exclusive sales and
marketing rights to the ITC software the Integrated Land and Water
Information System (ILWIS).  In addition, the partnership will facilitate
ITC software development, marketing, and scientific exchange to improve the
functionality and market position of all PCI Netherlands software products.
The joint venture is scheduled to commence operation in July 1998.

"The current ILWIS distribution network and market presence will augment the
PCI Group's worldwide distribution network particularly in the areas of
entry-level geomatics software product offerings to developing countries
where ILWIS has made considerable penetration," comments Dr. Robert Moses,
president of the PCI Geomatics Group.  "ILWIS is utilized in a broad range
of disciplines such as agriculture, environmental management, hazard
monitoring, watershed management, land use planning, and urban analysis."

ITC is the largest institute for international higher education in the
Netherlands. The main objective of ITC is to assist developing countries in
human resources development in aerospace  surveys, remote sensing
applications, the establishment of geoinformation systems and the management
of geographic data.

Present at the signing of the agreement were; Mr.. Paul Schellekens,
Consulate-General of The Netherlands; Hon. William F. Bell, Mayor, Town of
Richmond Hill; Dr, Robert Moses, President of the PCI Geomatics Group; Dr.
Karl Harmsen, Rector, ITC; as well as other senior members of the Town of
Richmond Hill, the PCI Geomatics Group, and ITC.
